Directly across the street from the Agadir Hotel sat this bombed-out telephone exchange, something Iraqis pointed to often. A year after the invasion, they say, Americans still have not got phones back in service, whereas in 1991, after the U.S. bombed much of Baghdad’s infrastructure, Saddam Hussein had restored most water, electricity, and phone service within three months. “But with the Americans,” Iraqis joked, “we have the freedom…to not pay phone bills!”
